Research conducted in Tanzania to track the steps taken to design and implement an evidence-based, behavior change program using mass media, interpersonal communication, and direct consumer contact demonstrates the effectiveness of the FOAM framework for analyzing formative research and developing communication objectives. The research, conducted by the Water and Sanitation Program, also finds that using these channels in a mutually supportive manner can be particularly effective.
